Issue with 2080 Ti Black Edition

So I recently purchased the 2x 2080 Ti Black Editions (PN:11G-P4-2281-KR) from a Micro Center and I noticed whenever I boot up the PC, only one fan (the left one) on one of the GPUs will spin and the right fan will look like it will spin but it will stop almost immediately. I have performed these trouble shooting steps:
 
1- Verified all the power connectors are plugged into the motherboard and GPUs
2- Switched cards between the 2 PCI-E slots (1 and 3) and verified proper seating. 
3- Pulled the good card out and kept in the faulty card to verify that it isn't a power issue.
4- Utilized EVGA Precision X1 to adjust fan curve to 80-100%
5- Physically inspected fan header on card and made sure it was properly seated. 
 
System:
-Windows 10 Ver 1903
-AMD Ryzen 3900X
-2x RTX 2080 Ti Black Edition
-MSI X570 Godlike
-64GB 3200 MHz Corsair Vengeance Pro 
-1TB Sabrent 1TB Rocket NVMe 4.0 Gen4 PCIe M.2 Internal SSD
-1TB 970 Evo NVMe M.2 SSD
-Corsair HX1000 Platinum
-Corsair H150i AIO
  
 
After all of these troubleshooting steps, I am suspecting that the fan may have gone bad and I plan on exchanging it for a new one today. Any one else ever had this issue with this particular model? Any other theories?

    That's normal.  The left fan is for the GPU processor and the right fan is for the VRM.  The GPU fan only kicks in when it needs to, dependent on load and temps.  You could override that by creating your own custom fan curve if you'd like.  Just make sure to apply and save the profile after.

    Did the other fan spin up when you adjusted the fans? If no, then yeah it sounds like you definitely have a problem.

    Thank you GTXJackBauer and Sajin for your input on this one.
     
    So before I took it back, I verified with a diff mobo and system, that time none of the fans came on and never did after a few minutes of running. I took it back and they performed an exchange with no hassles. I plugged the new one in and everything seems to work fine now. Fans are going and i can adjust speeds and controls.
