Hi,
I just bought a 2060 Super SC ULTRA, I love the card its great but for some reason it never clocks down from 1470MHz and its idle temp is 56C.
and the fans keep making this slight scrape / ticking noise as they keep cycling on and off (0 to about 280 RPM) as the card bounces back and forth between 56 and 57C  on the GPU-Z sensors page.
 
I did some searching on the forums and found someone was talking about the same thing happening to a 1080 and to set the power management mode to adaptive and try 120Hz instead of 144Hz I have tried these things and its still pegged at 1470MHz on the desktop.
 
Shouldn't the card be lowering its clock speeds at idle?

See Post #4 here for some other reasons your card may not be downclocking at idle, and check that the fans aren't hitting/rubbing a little on the shroud/cover, spin them by hand to see.

I managed to fix the idle speed problem by going into the driver control panel and setting Power Management Mode to "Optimal Power" And then restarting the computer.
The fans only make this clicking rubby noise at start up they sound normal when running its just at the start if it were hitting a wire or the shroud wouldn't it continue to make noise after its running?
It sounds more like a bearing or motor noise to me.
 
Getting the card to downclock itself at idle dropped about 6 degrees off the idle temps so the fans are no longer rapidly cycling.

It may or may not do it all the time, but most likely not..Could be fan/bearing noise like you said..You can RMA it if you think it's an issue.

Glad you got it figured setting:
 
Power Management Mode to "Optimal Power" And then restarting the computer.
 
Marked your answer best answer to help others with this type of issue - find your solution
 
If you use software like EVGA Precision X1
 
Set your Hysteresis to a number greater than the default of Zero (0) - say 3 to 5
 
What this can do is stop all the on off activity as hysteresis (#) tells the Fan controller - Keep fan running till that value is reached - Below, the number that turned fan on
 
if fan comes On @56C & hysteresis is at 3 --> then fan will not turn off until Temp drops to/ below 53 C
 

Another way is to Set custom fan profile - (X1 must be running) go with fan always On at lowest speed allowed, then add 10 to temp to create the curve (50C=60% fan, 60C = 70%)
