Sorry for my english first.

I have a rtx 2080 ti black card that is a non-A chip, which is locked at 280w, the only bios I see available is the dual palit, but this is giving some problems.

Tell me some bios to extract as much as possible from the board?

What do you suggest me? Wanted more tdp for a better overclock .

There's an official EVGA VBIOS found here for your card that "Increases maximum power target setting to 130% (Improved overclocking performance)", but your card may already have it.
 
Be advised that flashing the VBIOS with an unofficial EVGA VBIOS will void any EVGA warranty you might have unless you can flash it back if you ever have to RMA the card, so that's all I can, and willing, to tell you about it...Other than that, there's the NVIDIA RTX 2080 Ti Owner's Club over at OCN.

My rtx is the 11G-P4-2281-KR
 
So this link bios wouldn't give it to me ..
 
Because it's a chip non A, I can't put the bios on a chip A, so I wanted some modified bios on a chip non A to get the most out of tdp.
