RTX 2080 XC Fans

Recently I noticed an increase in the noise my gpu fans were making, so I opened up the Precision X1 software to monitor my fan speeds and both fans were around the 2500-2600 rpm mark. However, one fan jumped to around 3700-3800 rpm. It would stay there for a few seconds, drop back to 2500-2600 rpm and then go back to 3700-3800 rpm. It seemed to cycle back and forth. Is this normal? The other fan stayed around 2500-2600 rpm. 
 
Edit: This only seemed to happen during gaming.
