AnsweredGT-1070 not showing POST or BIOS but will show Windows 10 logon and work

Hi,
At cold boot or restart and pressing the DEL key to access BIOS, the POST processing and screens and BIOS are not displayed.
I tried all the video ports and several monitors. This behavior was an occasional thing but now is constant.
The monitors are not detecting any video signals from any gfx card port. (black screen)
The system will boot into Windows 10 and after 20-30s will display the login and work.
I suspect video bios. My version is 86.04.1E.00.70
I can't find any latest version information; is there a newer firmware?
Is this a mobo BIOS problem?
Or does anyone have a suggestion for getting my POST bac.
Otherwise, the card runs great.

Does your system happen to have onboard graphics or perhaps do you have another card that you can test with to see if the issues persist?

Welcome to the Forum.
Unplug your Power Cable to your Monitor then turn on your computer and plug in the Power Cable on your Monitor and turn it on.
As your computer is starting up you may have to hit the Del Key or F2 to enter into the Bios.
I would also turn off Fast Boot/Fast Start in the Bios.

If what bcavnaugh has suggested doesn't work try the following:
1. Unplug the video card power cables
2. Reseat the card once or twice
3. Reconnect the power cables
4. Retest
5. If that fails then find the master BIOs reset on your motherboard with power and motherboard battery removed and press it for about 15 seconds. Reinsert the battery. Retest.

On my MSI board I see a BIOS logo along with the Windows loading as I have secure boot enabled with my SSD
 
Now if the OP is not using secure boot, this may be due to the fast switch to Windows before it loads the AVI while it loads components and drivers
 
Secure boot has the UEFI making sure the system can load a security module safely etc

Hello, thanks for the read. My system does have integrated IRIS and following your lead, I pulled the 1070 cleared CMOS and tried the integrated gfx first. It worked.  Then I installed an old EVGA 9800 and it worked. So I put the 1070 back in and it works. CMOS batt is less than 3 years old but there must have been something amiss in the CMOS.  I'll say you got the answer as the testing was part if not all the cure.  I am baffled and befuddled as usual.

If you have a spare disk, I suggest using the secure boot so that Windows is safer from malware etc
 
you have to install windows fresh to change from legacy to secure boot

Going from a 9800 Requires Legacy Mode in the Bios and the GTX 1070 Requires UEFI.
So you are better off reinstalling your OS under UEFI Mode and go from there.
You can also disable CSM in your Bios as your Computer is in your Home and not in a Café.

nVidia Maxwell supports UEFI secure boot fine

The EVGA 9800 is not a Maxell Based Graphics Card. Architecture is Tesla
I am refereeing to Legacy Mode and UEFI Mode nothing to do with secure boot.
