Thanks Sajin and JeffP for replying, but after more investigation I don't think there is anything wrong with the PSU. I tried a different PSU, PowerSpec PS 550BF (Microcenter re branded EVGA supply according to the Microcenter employee) but had the same issue. I had assumed that raw PSU 3.3V was not coming up in standby but the standby voltage is really 5V and the motherboard must create a low current 3.3V for the front panel standby power. I have measured a good +5VSB when in standby mode but the motherboard circuit is only getting to 2.8V. So, the issue is on the motherboard. There is a push button switch on the motherboard labelled CLRCBTN1. I can press this switch when the MB voltage is 2.8V and it will "reset" to 3.4V and then the system will boot.
Sorry for the false alarm about the power supply. Should I still bother to register the power supply even though I've had it for ~4 years?
