Strange power throttling on 2080 Ti Kingpin

I have the vBIOS set to OC, maxed out the power slider and yet I get power throttling at 300W. How is this possible?

    If your graphics driver is updated while Precision, Afterburner, or whatever tool you use to tweak your card, is open and running, this is a common result.
     
    Close Precision, Afterburner, or whatever, and then do a 'Custom -> Clean Install' graphics driver reinstallation, reboot, and the problem is often fixed.

    DDU'ed and had Windows automatically reinstall drivers, still getting power limit throttling at 300W. EUGH

    With Precision and Afterburner and whatever else NOT set up to start with Windows?  If they are open when Windows or anything else updates the drivers, it can cause this problem.  You didn't really confirm that, and that is really the key thing.  Even better, uninstall Precision, Afterburner, and any similar GPU tweaking or monitoring app completely in order to eliminate that as a possible reason.
    Also, like I said, I would recommend installing, as a human, manually choosing the custom clean install option.  I would not trust the automatic install to do that for you.

    Have you tried the xoc vbios?

    Am on the XOC vBIOS but I prefer not using it for daily use.

    Already using that and it's pulling north of 650W, but I would like the card to have OTP etc

    I would recommend doing what I recommended.  You have not yet followed the directions nor provided confirmation of the result.
     
    What I stated is a known issue, and the fix is a known fix.
     
    I would use the NVIDIA custom clean install method, because I would not trust DDU to remove everything as DDU is a third party app which assumes that NVIDIA will never change their driver to store relevant information in the same location in the same way.  NVIDIA's clean install method is first party and is appropriate.  Using Windows to install the driver has no relevance to this subject.
     
    And, again, ANY GPU tweaking or monitoring app must be closed during the driver install.
     
     
    Provide confirmation.

    All protections will still be enabled as long as you have the vbios loaded to either the normal or oc switch position. All protections will only be disabled when loading the xoc vbios to the ln2 switch position.

    This is a known problem and a known solution.
     
    I think it is safe to say that the problem is solved in the same way it was solved for others who had the same problem.
     
    Why the original poster ignored instructions, provided their opinion about why what they did was good enough, and then didn't follow up, is beyond me.

    Problem solved.  If not, provide information about what you did and what the results were.  You asked for help, didn't provide full information, and aren't responding.  Person 1 said try this.  Your response was 'I sort of tried that, didn't follow your instructions, who cares'.  Person 2 said try this.  Your response was 'I tried that, didn't like it, and am not going to provide any information about whether or not it made any difference about the problem I asked help for'.  If you tried something, tell us.  If you tried something and noticed a result, tell us.  Any result at all would be helpful.  Otherwise, what are you doing here?  Are you just trying to waste people's time?
