Hi Everyone, 
Currently i am using MSI Z97 GAMING 3 (https://www.msi.com/Motherboard/Z97-GAMING-3/Specification) , 2 x 8G DDR 3 (1600mhz), INTEL i7-4790 CPU @ 3.60GHz & EVGA GeForce GTX 1080 SC GAMING GPU. Games like PUBG, gives me Bad FPS and a friend of mine told me my CPU might be bottlenecking my GPU. 
Any advice on this?
If that's the issue i would like to purchase an EVGA motherboard, CPU and RAM. Would like some recommendation on what type or model to purchase for the following. My budget is on the MID-end range end. Thank you!

Hello kalai888

Your i7-4790 CPU should Turbo Boost to 4.0 GHz   your saying it is Not the K version of CPU
 
Are you OC your current PC at all ?
 
What resolution do you game at / your monitor support ?
 
CPU-Z what is your CPU usage while gaming ?



 
I'd look at these if you decide to Update your MB --- Use Any members Associate Code & Save if you buy on EVGA.com
 
EVGA Z390 FTW, 123-CS-E397-KR, LGA 1151, Intel Z390, SATA 6Gb/s, USB 3.1, USB 3.0, ATX, Intel Motherboard
 
Intel Core i9-9900K Processor
 
Or the more budget friendly  Intel Core i7-8700K Coffee Lake 3.7 GHz LGA 1151

I usually buy G.Skill RAM / EVGA Z390 FTW - look at 3200 & faster RAM that fits your budget - 16 GB should be fine & budget friendly Or go for 32 GB if you want to spend more

Using the i7-4790 Non-K version,
No i had never OC my pc,
27" monitor (144Hz) 1920x1080(Recommended same with in game resolution)
This is the usage uploaded.
During gaming my FPS kinda fluctuates 40-100,

1080p does Not put much of a load on the GPU - that can make it harder on your CPU
 
Have you tested to see if turning your in game setting Up - might actually Help (counter intuitive I know)
 
By making the GPU work harder it can "free up" the CPU

I just tried, the FPS still kinda fluctuates more like as when there are more players clustered together or in a wide area with more structures. Any idea on what might be the cause? For a more stable game play..

Thank you for your help, i will try do some tweaks and for this case i guess an upgrade is not really needed?

I tried process lasso and when i click on the top running process, then go down to the bottom process, and holding down the shift key click on that, then right-click and then set the affinity for all the processes, my PC hanged (after setting them to affinity 0 & 1)  tried a few times and had to force reset. I think it's not compatible with my CPU 
 
For sure i will update if i found the secret
