I have an 131-GT-E767 x58 motherboard with a recently acquired Xeon x5675. I'm able to overclock it and run prime95 in Windows, however, the highest CPU multiplier the BIOS allows me to set is 23x -- I'm finding many others online who are able to set their multipliers up through 25x -- and set directly, not roundabout through turbo boost.
 
The highest the BIOS allows me to set is 23x. If I enable turbo boost, the subtext shows me that a 24x multiplier will be used for turbo, but I'm not able to set this number directly myself, and I'd obviously have to have turbo boost enabled. But I'm really trying to get a 25x multiplier like I've seen many others do.
 
I'm currently on the latest BIOS (83). Does this require a Westmere mod of the motherboard? The motherboard boots fine without it, displaying the "Xeon 3.07GHz" properly, so I assumed that meant I didn't need to do the mod. I can, though, if it'll fix this.

I have had a few EVGA x58 boards and ran the xeon x5660 CPU, that is how they all worked. 
With the x5660 on an EVGA FTW3 or Classifies3  I was able to set it to 21x and it would run at 23x like your is doing (your 23 and 25)
I had two Asus boards, they let me set it right to 23 like you want to do.
That is just how EVGA did it and how their BIOS works.

I wonder if it'd be possible to modify the BIOS firmware to "forcibly" allow (unlock) the 25x multiplier? What if I were to modify the hex and allow the possibility of setting a 25x multiplier -- would that work?

I do believe that the last multipliers are the turbo multipliers. You maybe able to modify the BIOS, I am not sure.
If you are running a load on the CPU, isn't it going up to 25 on its own? It should be.
All in all I know you want to just set it to 25 instantly, but it should be going there when loaded as it is, is it not?
I never worried about it because it did do what it was supposed to do, never thought twice about it once I knew how EVGA made it work.
There is a guy who posted in this x58 section about modding EVGA BIOS for specter and meltdown. Regenerate maybe??
Maybe MSG him and ask if he can make it set to 25 right off the bat. He knows more about that than I do.
