X299 Dark: Questions about bios settings

Working with bios version 1.07
CPU: i9-7940x, delided with direct die frame, Thermal-Grizzly Kryonaut and EKWB Supremacy EVO
Memory: 32GB G.SKILL F4-3733C17Q-32GTZR
 
Current settings are:
CPU Multiplier Control - Manual - Ratiolimit - 45
Mesh Ratio - 30
AVX 2 & 3 - 3
BCLK - 100

First a PSA about memory training for those with this board and bios: For those of you that have not see this setting the retrain on boot setting is all the way at the bottom of the memory section - Scroll Down!!
 
Now on to my questions.
 
In the OC Guide section for my CPU (https://xdevs.com/guide/e299ocg/#sairoc) They have this suggestion:

Parameter           i7-7800X and 7820X         i9-7900X, i9-7920X           i9-7940X and above
CPU Temperature             lower than +70 °C under full loading
CPU Turbo Clock               4700 MHz            4600 MHz                           4500 MHz
CPU Voltage       Adaptive, 1.3V                   Adaptive, 1.275 V             Adaptive, 1.25 V
MESH Clock        3200 MHz
MESH Voltage    Adaptive, 1.2 V
VCCIN Voltage   2.0 V                                                                                 1.9 V
Uncore Voltage                +250 mV
DIMM Voltage   1.5 V
DIMM settings   3600 MHz 14-14-14 or better

 
In the 1.07 bios I cannot find a setting for VCCIN just VCCIO, what do I do???
 

 
With the current settings I have let Prime95 run with the default test for an hour - hottest core spiked at 70c
Using HWiNFO64 if I am reading it right and doing the math right I saw the power draw spike at 1000w - sure glad I got an EVGA 1200w PSU!!!
 
Next issue is with the memory
The default speed on the memory 3733. I can change the speed to 4000. 4200 is right out. Any other settings (especially voltage related - including the uncore voltage offset in the cpu section) will result in a memory failure during retraining on boot. Slot 1 (IO side closest to the VRM) seems to be the weakest and will fail. Yes I have tried different sticks in that slot
 

 
My concern is weather or not this board has an issue with that dimm slot in the fact that I cannot make any changes other then the base speed. Thus far I have just left the speed at 4000 and the rest of the settings as they are - system has been stable so far but eventually?

    Another question I just thought of - Does anyone use the (in bios) Advanced / CPU Configuration / "Turbo Boost 3.0 Driver Support" ?

    TY Sajin  - I will mess with that now...
     
    Edit: Actually - I am going to leave it where it is since it is 1.838 in my screen shot and I am not having stability issues - more voltage would just = more heat..
