EVGA GTX 960 Fan question

I have 2 EVGA GTX 960 cards, the 1st is FTW Edition and the 2nd is the SSC edition.
My question is,
Is it normal for the fans to cycle off and on?

    Welcome to the forums.
     
    Yes, it's normal..Both the FTW and SSC versions have a feature called "dB Inverter" that turns off the fans below 60C and then on again above 60C GPU temperature..On some cards that have Double-BIOS, the Secondary BIOS turn off that feature and the fans run all the time..You can override dB Inverter using EVGA Precision or MSI Afterburner.
