Answeredit does not work on top slot PCIE 16x(close to CPU)

Hello,
I had a Gtx 1070 ti graphics card. After using it for a month, black screen problems started. My tests proved that the graphics card is defective. I opened an RMA and got a new card (replacement). The replacement product never works in 16x slots. It works in 8x and 4x slots. I didn't have that problem on my old graphics card.The video card worked on another computer in the main 16x PCIE slot. I think I'm making a mistake during the connection, or I can't connect the video card properly.

    Interesting problem.
    Could it be the 16x slot being defective?

    My old graphics card was working on upper 16x slot. I opened an RMA for my motherboard. I will share the results later.
