Was able to hit anything from 4.2 - 4.6 but now just running base clocks cause the pc will just restart watching youtube, if i go back to 4.6 that I had set for over a year blue screen on start up. Just want to make this post to let everyone know my prob. I will probably run base clocks until canonlake cpus in a year or so.
 
Edit: Back to 4.6, I went and checked my intel drivers, I was missing the rst totally and ME was outdated on my system, also installed chipset again, but this fixed my prob, my bad guys. I was running new bios with old stuff.
