280 CLC Fans stuck on high.

I have the EVGA 280 CLC, after installing the software any time the CPU has a little spike, not necessarily 100% or Super Hot, the Fans on the CLC will Ramp up to 100% and stay there never coming down.  I have to go into the software and disable/re-enable the "auto" button and they will then return to normal functioning.  
 
I had to reinstall my system as I changed the motherboard.  I didn't install the EVGA software but it now appears stuck at lowest fan speed, no matter the cpu temp.
 
I don't know if this is just bad software coding, the software interface looks like they took PrecisionX, stripped out GPU parts and shoved in some rudimentary AIO controls.  Or if its related to the x299 platform, which I am running.  Full specs below.

    Where do you have the header plugged into?
     
    How do you have it setup in BIOS?
