HAVING ISSUES...With my Evga GTX1060

Hello,
I have recently just bought a EVGA GeForce GTX 1060 3GB SC and I'm this issue is when i go put the some games in 1280x720 (cuz i like to have bigger models in Multiplayer = easier to hit) i have these red lines across on my screen constantly and Also im using 40-50% of my GPU even in Battlefield 1 High & Ultra.

Now i understand it may be a Bottleneck issue with my CPU to GPU about the Power % but the red lines are wierd, Please help me. it only does this 720p or lower. never in 1080p. Can't post Youtube videos to show u so if u wish i can send in PM.

MSI 970 GAMING DDR3 2133 ATX
EVGA GeForce GTX 1060 3GB SC
Patriot Viper 3 Series DDR3 16GB 1600MHz
Seagate 600GB SSD 
1000W PowerSupply (not sure of the name atm)

    If it happens only at a certain resolution and in only specific games then I would suspect the game itself. Any info on the relevant game forums about this?

    It's in every game I've tried. Hitman Blood Money, Hellsblade Sanua's Sacrifice, Battlefield 1, Counter-Strike Global Offensive & Source. I keep going if you wish but its deff not the games. it's the card, and if it is I'm just going to have to Return it and get a new one. Now i fixed my Power issue but  this red line is annoying me. I'm currently Installing Metal Gear Solid 5 TPP and I will update with that next.

    Try a different display cable/output.

    I wonder if it could be a cable or display issue. Do you have another, or even a different type compatible with the monitor, cable to test with? Or a different monitor to test with, even a TV? That will confirm or refute that the card is the issue at those low resolutions.
