Hello and welcome to the forums. Most of the EVGA GTX 970 cards will have a 0DB mode so the fans will kick on until the card is running at 60c+. The temperatures you are getting both under load and idling are perfectly normal. It is very possible that the higher refresh rate on the monitor is keeping the fan frequency relatively high. If you notice that putting the monitor to 60hz allows for lower frequencies then the higher refresh rate is pushing up the idle frequency. This is a particularly common issue if it keeps the card at higher frequencies after exiting a game.
