Graphical issues on my gaming PC.

Hey everyone, I hope this is an appropriate place for me to post this.
Over the last couple of years I've been experiencing really bad artifacting in pretty much all games that I play.

Over the last couple of years I've been experiencing really bad artifacting in pretty much all games that I play.
Here is a video with an example of the issues:
 
Some of my friends who have been trying to help me suggested that my video card is dying, so I bought the EVGA
1060 SCC, which arrived this morning and I just installed it.
 
Well,  I did a clean driver install and everything... I'm getting the same problems, maybe a little bit less severe.
 
All I can think of now is maybe my motherboard's PCI E slots are broken?
Here are some of my specs for more information...Intel Core i7-3770K
P8Z77-V PRO Motherboard
HyperX Fury Memory Black 16GB 2X8GB DDR3
EVGA GTX 1060 6GB SCC
XFX Pro 1250w PSU
 
At load my temps are somewhere around 60-70 degrees for my GPU and 50-60 for my CPU.
 
Any advice is greatly appreciated, thank you very much.

    You might have some dust or residue in the PCI ex. slot  You could try cleaning the connectors with a thin cloth slightly wet with alcohol.
    Don't forget to seat the card properly for a good connection.

    Thanks guys, I fixed the link, also I'll clean it out with some compressed air and a thin cloth.

    Just cleaned out the PCI E slot, and did #2 on that support page.
     
    Just tried a few games, it's much much better but there is still occasional artifacts occurring... It's weird.
    In Diablo it's doing the same thing as that video shows, but at a much less frequent rate. Overwatch is doing the same.

    Are you running with v-sync on? If yes, try disabling v-sync inside the nvidia control panel & inside the game to see if it helps make a difference.

    I think that pretty much did it. I haven't seen anything after about 30 minutes.
