I just bought a 1050ti to replace my old 1Gb GTX 970 for use with X-Plane 11. Very disappointed. The frame rate is the same as it was with the old card. I have an older i5 2.8 which is a bottleneck I'm sure, but I expected to at least see some improvement with a new 4gb card over the old 1Gb.

You should have at least gone with a GTX 1060 from a GTX 970. Also I never have seen a GTX 970 with only 1 GB of Memory. 3.5GB Yes. It is almost like going from a GTX 960 to a GTX 970.

Sorry for the typo...it is a 570 1GB, therefore I really thought a new 4GB would show some improvement over this 5 year old card.

you may just be fully bottle-necked if you saw no improvement from going to the 1050ti. I Have not used x plane simulator maybe someone that has will chime in.But with your performance gains it may be a cpu intensive program
