Is it advisable to keep the fan on the GTX running all the time? I get around 30C when the card is idle.  Similar to the way the ECO mode on the PSUs work , could I have the fan turned off on the graphics card when it's not needed? Is that good for the lifespan? Or are the cards designed to have the fans running all the time?

I personally use a custom curve with fans as low as possible until 40C then ramping up until 50C and again after 60C. This is advisable for keeping the card cool under load but not stressing the fans when idle. My curve keeps it between 60 and 65 at load with under 40 at idle and minimal fans.

Temps listed are for my GTX 1070 FTW card not my FE card which has the same curve, I have not had time to do full benchmarks or temp checks on that card.

Yes to first question. Yes to second question. Yes, it's good for fan lifespan. Cards with acx coolers don't run the fans at idle when under 60c unless you're running the slave (secondary) vbios, cards with blower style coolers run the fans 24/7.
