$500 - 600, unless I can get a "no payments for 6 months" type deal from new egg, then it would be $1200 ish.

I would drop in a xeon x5660 hexcore CPU used from ebay 52$  They are server pulls, they overclock real well and run cool 32nm.
Then get a H110 or similar AIO cooler or Noctua  D14 air cooler.
Then pick up a GTX980Ti used for around 300$ or a new GTX1070 375-400$ or so.
By all means get a 256gb SSD for the OS and maybe a 1tb SSD for games, or a good 2tb enterprise grade HD 7500rpm HD

Life is too short to carry a cheap pocket knife

How about this for starters...you can get the i7 8700K  for slightly more...then you can search for a video card in marketplace or the like.  I would not be a big fan of purchasing a video card on Ebay.  EVGA marketplace or Heatware marketplace...
Be careful...price gauging is going on with video cards

Try again...or you can input the items yourself...The motherboard gets really good ratings.  I have MSI laptop and an MSI motherboard in my second rig...they are decent.  Tech support with MSI has been pretty good as well.  Gets you into the new generation and in pretty good shape for the future.

For video card...I might start with something like the GTX 1060 6GB.  EVGA's pricing is normal...but stock is limited or not available.  Put a good model on Auto Notify and hope for the best.

Power supply is 1100 Watts...no issue whatsoever.  The GTX 570 will suffice until you can find an upgrade to the likes of a 6 GB 1060 or 1070.  You should find that the 570 will work with the new setup and probably perform somewhat better, for now.  One caviat...the new platforms will only work with Windows 10.  Right now...it is stable and fast...

You might also pick up a nice 256GB SSD for OS and use your current HDD for data and games...simple to set you and really fast with all the other parts.  I have an SSD for OS and use a 4 TB 7200 rpm HDD for data and games.  Your machine will rock!

The MSI board got great ratings from users.  MSI is also pretty diligent about bios releases and updates as well.  The Seagate HDD is a decent one...2 TB / 7200 RPM will be pretty fast. Good to see the progress you are making.  Reach out if you need any more ideas / assistance
