EVGA SC 1080 - LOW FPS at first start, after reboot all OK

Hi, i'm from Italy so forgive me for the massive english grammatical errors.
I have a SC 1080 since July, and from day one it has a strange problem. If i start my PC from a NO power condition (the multiple socket totally off) the vga works flawlessy, 100% of its rough power, but if i start from a common shut down pc situation (mother board lights continue to be active but the pc is shutted down, power cord is connected to the elettricty) the vga DOESN'T work, or at least it works with VERY VERY VERY low fps (max 20 on all games when they usually are over 100). If i reboot the PC from any condition (no working condition and working condition), the vga works perfectly. So the problem is connected only to the first PC start from a shut down when the power source wasn't shutted down at all.
 
P.s. i changed driver, re-installed windows ecc ecc, nothing. I can't try with another VGA because i'm with liquid.
i7 6700k + z170 pro gamer + 16 gb ram + 850 seasoning platinum my conf.

    What are your Windows power settings?  Are you set to sleep or hibernate?  Are you on Prefer Maximum Performance or Balanced?

    no sleep no hibernate, manually changed to have all ON all time (pci exp, hd, monitor ecc, everything always on). If i start from turned off pc vga doesn't work, i restart and it works, if i start from turned off pc with no power to the MB the vga starts working perfectly since the first boot, no need to reboot...it's a mystery...really i don't know if ask an rma for that....

    Make sure your motherboard bios is completely up to date. Try the card in another pci-e slot if you haven't already.
