Ebay item lost on the way to a US military APO address or customs. What to do?

I sold a gaming keyboard on ebay on September 19th. The buyer paid via paypal right away and asked if I would send it to a US military APO address. The cost was covered and was the same as anywhere else, I just had to fill out a customs form. I think I did it right and I shipped it that same day on the 19th. The last tracking update shows "PROCESSED THROUGH USPS FACILITY" and that was September 21st. I sent the buyer a message on the 27 apologizing and explained that I did put insurance on it in case anything went wrong but he didn't respond. It's getting close to a month and I am worried that someday I am going to get negative feedback or that it will be too late to file a claim or something. Is this my responsibility or do I just forget about it? I have never shipped anything where I needed to fill out customs, is this normal for something to get held up this long?

    I would give it a bit longer, since APO delivery..it should show delivered. I get a little detail note sometimes on my
    deliveries, "on front porch or front door", ect. Hope it shows up for you.
     
    What shipping method did you use? USPS?

    APO mail can get the least direct path to the destination.  Another forum member tried to ship something to his son; took months - yikes
     
    USPS is not really traceable like FedEx and UPS.  I believe that you'll have to go in person to see your local Post Master

    I always find it amazing that in order to claim reimbursement you have to have insurance on a package. As though USPS isn't responsible for anything by default within their own facilities. Awhile back I purchased something from the US Mint and it shipped via USPS. It was damaged along the way and nothing was ever heard of it again. Way to go US government.
