Been having issues with my new with my new 1070 FTW (Upgraded from a 970 SC). In GTAV I get micro stuttersand 45fps in the city at high settings at 1080p when my 970 can gets solid 60fps all around with no stuttering. I have used DDU and installed the newest 368.81 drivers aswell as the hotfix drivers, also for some reason in 3D Mark it doesn't detect my 1070 and calls it "Generic VGA" Also neither my CPU or GPU ever reached 100% load so there was no bottlecap.

Is it in the troubleshooting sticky to delete this garbage? Maybe we need a sticky titled "How to fix low FPS in games by ditching GFE".

I agree. But you have found in numerous posts lately that this was the problem and then keep having to post the how to fix it steps. That is why I suggested it be in the sticky for troubleshooting or even have it's own post pinned up like I did with the troubleshooting guide. That has been an absolute help since it was done.

Didn't help unfortunately.
Try doing #1 where you read about #5. Make sure v-sync is disabled inside the nvidia control panel & inside the game. Make sure precision x frame target is disabled. You could also try running without precision x too.
