Dual monitor will cause low FPS until I minimize and expand Screen using Alt & Enter

So I have two monitors my main monitor is a 24" monitor while the other monitor is a 17'' monitor. I use my 24" as my main/Gaming monitor and my 17" to web browse or use team speak while I game. The game will start at low FPS and I hit Alt & Enter and it goes back to normal FPS (45-125 FPS) depending on the game and the settings. and every once in a while will go back when playing a FPS it also dose it in between every round,  now I have proven that the second monitor can cause it if I disable the second monitor I dont have these issues only when the second monitor is activated. I was wondering if any one have this issue or a solution ...yes I could disable the second monitor but I would like to keep it active for browsing or monitoring things TS server, temps etc. when needed

2600K @ 4.2
GTX 690
 
16GB of ram @2133
1 TB HDD
60 GB SSD for cache
750 PSU

    The latest driver is probably causing the issue. Try driver 347.88 instead.

    I had the same issue playing in windowed mode.  Sometimes if the mouse goes off the screen with the game, I see huge frame rate drops when that happens.

    I had this issue since I install second monitor ...almost a year ago it just now starting to frustrate me

    I have tried this in all window settings.... Full screen, border less and window mode
