I am looking to build a gaming PC and would like to know the 970 and 980 Blower style gpu are the loud. This build will be done in the RVZ02

Blower style cards are the loudest air cooled cards you can buy.

I am a huge fan of blower style, especially for small builds. Blower style coolers are louder there is no doubt about that but in smaller builds they are very effective at staying cooler when airflow is limited.

The PC case you posted is mITX which is very small and you would need the blower style.  Blower style is designed for cases with limited airflow or smaller airflow pools.  ACX cards are designed for ATX mid-full tower cases that have a lot of air sitting in it.  If you were to use an ACX model then it might not cool right and you might actually end up with a louder ACX card than you would have with a blower style in the same build.

These blower style i mean they will be loud but i can always set custom fan curves. Thanks Some people have the RVZ02 with the non blower EVGA ACX and have no problems

If you plan to SLI, blower style for sure. Two or more cards with any aftermarket air cooler that doesn't blow directly out of the case will require a careful fan configuration to keep the trapped heat from becoming overwhelming. The downside of blower is, yes, more noise, and also you will most likely thermal throttle hindering overclocking. There are trade-offs in both directions.

While Silverstone does recommend blower-style coolers for some of their cases like the GD09, in the manual for the RVZ02, they recommend using an "open style" cooler like the ACX cards. (check page 21)
 
I have the GD09 with a GT630, and it stays pretty cool. I'm only using it for video playback, though.

It would also seem like the blower style would clog with dirt a big faster than ACX style.
