E770 X58 and GTX 980TI PCIE Issue

I have replaced my 2x GTX 590 Hydros with a EVGA GTX 980TI and it does not seem to perform as I would have expected.
Benchmark 3DMark scores are as expected but Passmark 3D Graphics scores and in game (rFactor2) framerates are considerably lower.
Upon research I see that HWINFO64 reports that the motherboard supports PCIE v1.1 and not v2.0 as expected, GPUZ reports PCIE 2.0 x16 @ x16 v1.1. w/Render running.
I am aware that this is probably of no consequence concerning performance (not so sure whether a 980ti can approach the limits of v1.1 though) but can find no other reason a system I built for a friend has double the frame rates in the same game as I on a non TI 980.
 
His system is  ASUS z97, i7 4790k and a EVGA GTX 980 Classified. Mine is the X58 Classy 3, i7 990x (oc'd to 4.4ghz) and EVGA GTX 980ti Classified.
 
My x58 is at bios 82, does 83's microcode update have anything to do with this?
 
Any thoughts from anybody? as to why PCIE version is not reporting correctly? What else could be limiting the 3D Graphics performance?

    First, try re-seating the card, it may just be a bad connection.
    Secondly, reinstall the graphics drivers, making sure to use DDU to remove all the registry files and whatnot.
     
    If those don't work, update the bios to 83.
     
    Also, make sure you have the windows power setting set to "high performance".

    The board supports 2.0 Since its stuck at 1.1 while running the render test either the card or the slot is faulty.

    You can try adjusting the memory low gap in bios. This is usually a fix for SLI set ups but its worth a shot.
     
    frequency voltage control > memory features > memory low gap > set it to: 3g

    A full and complete description of your hardware, OS, Monitor setup and testing programs used would be very helpful
     
    Any cards in the other PCIE slots?
     
    What is your memory setup and at what settings?
    With a 4.4 OC your memory configuration could be causing issues given a 980TI's  extension into memory resources is substantial.

    I have moved the 980ti between x16 slots with no change, tested with no other pcie cards with no change.
    I am currently running a clean install of 358.50 although have not run DDU in advance.
    Seems somewhere along the way I must have flashed to bios 83 as the bios reports version x587783
    System is set to "high performance"
     
    Do you know from where GPUZ and HWINFO64 get their info?
    We know the gtx 980ti supports pcie 3.0, the x58 Classified 3 supports pcie 2.0.

    Set the low memory gap from auto to 3g, no change in symptom, where is the data reported in HWINFO64 and GPUZ obtained?

    Please see above for hardware and memory, dropped OC back to 4.2 still no change says pcie is running at x16 v1.1 (2.5ghz vs 5.0ghz)

    Using Samsung Syncmaster 226bw @1680x1050 and Samsung UHD TV at 2560x1440
    Lower than expected framrates running rFactor2
    Low Passmark 3d graphic score = 9180  (gtx980 10341), 2d = 758 (gtx980 894)
    3DMark Firestrike score is normal 15338

    Since your Firestrike score is normal, the PCIE 2.0 vs 1.1 could be just a software reporting error And/Or issues with reporting/monitoring software conflicts.
     
    Comparing scores with someone running a ASUS z97 and i7 4790k will of course show a deficit when compared to a X58 platform. 
     
    I am not familiar with rFactor2, but browsing around others are reporting FPS issues on the recent "updated" build.

    I kinda agree with you about Firestrike score, also run Heaven and Valley with decent scores but what confuses me some is that any score involving the complete system performance seems to be slower than I expected since the CPU, memory, disk and other component scores are close to the reference but the graphics scores are 30% lower when compared to just a regular 980. While monitoring rFactor2 (a racing sim) using Precision X or Afterburner nothing seems to be maxing out, GPU usage is at 98% while buss usage is around 40 to 70%.  Running the benchmarks buss usage is normally around 2 to 4%
    I also notice that if the 980ti is placed in slot running at x8 it really slows cutting my rFactor framrates in half.
    This is mainly why I am trying to explain the v1.1 reports.
