I have the fan on my 980ti Superclocked+ ACX 2.0 to start at 60 degrees at 40% of the fan speed.  I put it at 40% because between 35-39 it makes an annoying noise, so I put it just to jump over all those numbers.

Sometimes when im playing a game, the temperature of the card will hover between 59 and 60 degrees.  The fan will turn on, go to 40%, cool down a degree, turnoff, and then turn on again about 5 seconds later as the heat increases.

My question is, is this constant starting and stopping of the fan every few seconds bad for the card in anyway?

Within Precision X you can make an adjustment that should prevent this from happening, Temperature Hysteresis (which I set to 4 degrees) found in Fan Settings page. This controls how many degrees it takes until it will step up to the next fan speed. It basically makes it (when set properly) so that small fluctuations in temp wont cause the fan to change speed in an erratic manner.

it's not bad for the card and nothing you should worry about.
it could be annoying for you so maybe it'd be better to do some fine adjustments as HumboldtEF suggested.

Thanks a bunch for the responses.  I see the temperature hysteresis option now, ill give it a try.
