able to eject/safely remove HD audio controller and GTX 980?

It seems I have an option on my computer to safely remove/eject both an HD audio controller, and my GTX 980s. I know there was one driver that had it so you could do this, but it was fixed in the next release. However this seems to happen regardless of what driver I have installed, even the generic video drivers. Any idea what's causing this?
It's not a huge problem per say I can just ignore it, but I've been having trouble with a USB audio device and I can't help but wonder if it might be something related, or at least something that shouldn't be happening, and is a symptom of something more serious.

    Could be a result of bad motherboard bios coding. Have you recently updated your motherboard bios? I had this issue on my gigabyte soc champion motherboard, gigabyte sent me a custom motherboard bios that corrected the problem.
