970 FTW+ issues

Hi guys, I recently RMA'd a GTX 780 and got sent a GTX 970 FTW+. I am currently having two issues with it and was hoping for some help before I call and ask about RMA.
 
  1. I'm using DisplayPort to hook up my monitors and every time I start my computer, the monitor is undetected. The only way to fix this is to disconnect and reconnect. Sometimes, that works. Other times, it is neither the correct resolution or the correct refresh rate. The only way to fix this is dis/reconnect. Usually repeatedly (over a dozen times today). I've googled the issue and it looks like it is a GTX 970 thing. There's a thread on Nvidia forums discussing it but I was wondering if there is an EVGA fix for this (like a bios update or something). There were a few fixes were suggested but none have worked for me. I have tried
    1. reseating the card
    2. updating mobo bios
    3. setting the lane to pcie gen 3 and ensuring it is 16x.
    4. Multiple DP cables
  2. While playing games, my framerate will randomly tank from 60 to 2. This is not going from some graphically relaxed scene to something super intense. This can happen while even standing still. I've had Afterburner running while playing to monitor this and it seems like every time this happens, the power usage on the card will drop to 5% or less. In some extreme cases, the game will grind to a standstill (1 fps) for a solid 15 seconds while the power usage just chills out at 5%. All of this while the card is sub 70 C.
Is there a fix for either of these issues or did I get the Bad Karma F You Edition 970 or something?

    Sounds like you got a bad card. What are your full system specs?

    i5 4670k @ 4 GHz
    EVGA GTX 970+ FTW
    Corsair 600W PSU
    PNY 16 GB RAM
     
    Uh did I miss anything? Also wanted to add, both these issues have manifested since I got the 970.

    Have you tried reinstalling the latest graphics driver cleanly after removing old drivers with ddu? If not, try that to see if it helps.

    Reinstall hasn't fixed the first issue.

    Did some testing with Skyrim too. If you're familiar with Skyrim, this was taken standing at the top of the steps to Dragonsreach and looking out over the town.
     

    Here, GPU usage is at 30ish %, power is at 31 and in-game, I'm getting 20 FPS. That's odd right? Only thing I can see that might cause concern is the memory usage is maxed out.
     

    This is one of those brutal drops I mentioned. Power and Usage bottom out for a solid 10-15 seconds before I closed the game using task manager. Memory isn't maxed here. This was taken while running around town.
     

    Here's another weird one. GPU usage is 90+, power is at 60 something and FPS was over 100+. What's different? I was indoors where there isn't nearly as much stuff going on. The drop is usage from 90+ to 30ish was me going from indoors to outdoors again.
     
    I'm going to download Witcher 3 tonight and see what performance is like. I don't have anything else installed so that's all I've got for now.

    Odd. The card has 4GB of memory so you weren't maxing it out either.

    Witcher 3 update: Game runs ok for a bit. 99% GPU usage. Temperatures do seem to get high - 78C. Is this normal? Also, and I know this isn't normal, a few minutes of playing later, the screen locks up. The game audio continues to play but there's no video. I can see my desktop and hear the game audio while my computer behaves like Witcher 3 is the window in focus.
