Hello folks, today I picked up the EVGA GeFORCE GTX 970 4GB SCC ACX2.0 to replace my EVGA GeFORCE GTX 750TI 2GB. I installed it and all was great aside from the temperatures from booting and idle. As I'm typing this, my GPU is sitting at 37C which is perfectly safe. However, earlier after booting twice I noticed the temperature was sitting and 51C and rising. Alarming concerning I simply restarted my PC, so no stressful tasks should of been occurring for my GPU. Awhile later it was for some reason sitting at 61C whilst web browsing. Again, alarming as there were no stressful task for the GPU. My GTX 750TI never had this problem. I installed EVGA Precision 16 and toyed with the fan curve settings and what not, played Skyrim, Red Orchestra 2, etc... all was good. Reckon the hottest the GPU got was 55C. I'm not too concerned, but a bit worried as to why these temperatures would be occurring? I have four active case fans. 
My specs are:
 AMD A10-7850k APU at 4.10GHz 
16GB Corsair Vengeance RAM 
EVGA nVIDIA GeForce GTX 970 4GB DDR5 
Windows 10 64-bit
 
Before I hear about how crappy, or bottlenecked my system is; I already know haha.

ACX coolers don't spin the fans up until 60-65C.

Yeah nah, I found that out haha. I also solved the temperature problem; resetting all the 3D settings in the NVIDIA Control Panel to default. Boot temperature is now 26C-28C and idle is 27-30C. Strange though, as I had my 3D settings all on performance/or off.

Okay, so just need to vent haha. YES, I KNOW MY CPU IS crap. However, games... especially old games (Rugby Challenge 2, Skyrim, etc...) should NOT studder during game play/game menus/cut scenes. The 970 is MUCH more powerful than the minimum or even recomended GPUs for these games. So, how come Skyrim; I can't complete max out and have a SOLID 60FPS? It'll be stable, but will still dip. Advanced Warfare will studder for a couple minutes after loading the map (go from 60FSP to 33 for a brief second), and Rugby Challenge 2.. the least demanding of all three games, and yet it'll dip during cutscenes and in the game menu.

The AMD A10 7850K is a QUAD CORE CPU (my monitor is connected to the GPU and no AMD graphics drivers are installed, so it's simply working as a CPU) with a stock speed of 3.7GHz and a turbo speed of 4.10GHz. I can safely overclock it to 4.5GHz if I wanted to. My point is, it's no i7 but it's a QUAD CORE with decent speeds. Most games these days won't even utilize 6-8 core CPUs, in fact some run worse as opposed to QUAD core. Old games like Skyrim should be running perfectly smooth.

Does running default graphics settings in all three games get rid of the stutter?

It could be a driver issue. I would use display driver uninstaller and see how many gpus it detects. Maybe uninstall them anyway to see if that helps.
