I am having issues playing videos online (youtube) as well as anything I have on my computer. The frames are very choppy. Gaming is “ok” I notice some choppiness in COD Ghosts during loading times/videos. My setup is as follows:
GIGABYTE G1.Sniper Z87 LGA 1150 Intel Z87 HDMI SAT
Intel Core i5-4670 Haswell 3.4GHz LGA 1150 84W Quad
EVGA ACX Cooler 03G-P4-2784-KR GeForce GTX 780
G.SKILL Ripjaws X Series 16GB (2 x 8GB) 240-Pin DD
SAMSUNG 840 EVO MZ-7TE120BW 2.5" 120GB SATA III TL (master)
Hitachi ATA 500gb hard drive
650 Watt Corsair PSU
I can provide any other additional information required to help troubleshoot.

What are your GPU temps at idle and also during load conditions?
Do you have problems when viewing the desktop or only games?
Do you have anything overclocked?

Thanks for the reply,
32 degrees Celsius on idle. When I am watching a video the temperature rises to 34 degrees Celsius.
Sometimes, not often, I will have a brief moment of freeze while on desktop.
I have nothing overclocked.

Do you have Windows Aero turned off? If so, re-enable it then test.

Check to see if your drivers are up to date? Maybe try and reinstall the drivers for your Vid Card even if they are up to date..

Aero did not detect any issues with my video card.
My drivers were up to date. I decided to uninstall my drivers properly and re-install but ended up with the same result.
I appreciate the help guys. I am very patient so if anyone has any other troubleshooting ideas please help me out. Thanks.

What internet browser are you using? The problem happens in windows media player too?

It happens to any video file played from DVD, mpegs, AVI, netflix, youtube, pretty much everything. COD Ghosts has as issue during loading time as there is a video is being played. Once in the game there is no issue.

Try performing a clean boot of windows to see if it helps clean up the choppy videos. Instructions on how to perform a clean boot of windows can be found HERE.

One of your startup programs is hogging a bunch of your system resources, to locate the culprit enable a few items at a time and test your system.
