1. Max Fan Speed 80%
What gives Nvidia!?!?! If you wanted 80% to be the max fan speed why not just have it say 100%... 20% rpm's are huge in GPU fan world and that would promote lower temps @ higher Mhz. This is usually why people buy these top dog cards, to overclock them.... HELLO!!!! Even if it degrades the life of the fan, it should still be up to the owner of the card.
2. GPU Throttling
Ok, this is so unacceptable coming from the leaders in the graphics card industry... It is an insult to everyone that buys a Nvidia GPU. This coincides with the fan speed, this is exactly why people create mods to edit the firmware to bypass these silly restrictions. Max GPU temps should be much higher then 70C. The history of all your GPU's average temperatures is in the mid to high 70s, AT LEAST... This feature is a joke and doesn't work correctly anyway...
3. Power Target
Users should not have access to this function!!!!! The card should draw as much power as it needs and or should detect the max amount of power it can utilize BY ITSELF! If we are overclocking the card, this feature should automatically increase to match what the overclock requires to become stable. Even if you set the power target to max out it still go's beyond that set target half the time ANYWAYS!

First two can be controlled by your graphics card manufacturer through the VBIOS. The last one is meant to protect the card from damage. Amounts may vary as some card manufacturers may run their factory overclocked cards at higher voltages than stock cards.
