FTW3 3070 2 fans not spinning

Hi all,
 
I just got a FTW3 3070, and only 1 out of the 3 fans actually spin no matter what settings I give it.

I'm on the latest NVIDIA drivers. Any solutions?

    First --> did X1 try to update the GPU firmware ?  Did it happen successfully?
     
     
     
    Any issues in Windows Device Manager ?
     
    Do a full Cold reboot, --> HOLD the "Shift key Down" - then use the Windows Shutdown - after PC is Off Unplug everything that is plugged into the wall power (PC, monitor, printer, USB hubs...) - then hold power button on PC case for 10 seconds (discharges the capacitors)
     
    Plug it in & fire it up ... what happens?
     
    Are you set to run a custom fan curve or automatic mode ?
     
    What happens if you force all 3 fans with X1 to 100%, - select any profile number 0-9 & then click "Apply" then "Save" ?

    1. X1 did not prompt me to update the drivers. Doing a full reinstall does not change anything.
    2. Checking the 3070 in Device Manager it doesn't show any issues.
    3. After doing a full shutdown and double checking all the cables, nothing has changed.
    4. Setting a custom fan curve only works for fan 3, despite I can tell the GPU to turn on the other two fans they do not turn on.
    5. Same as above.

    I see the link fans button is off on your pic, have you
    tried to link all fans ?

    10700, msi z590 mb ,16gig ram, 3070ti ftw3 ultra, win 10  , crucial m.2's
