FTW 3 Ultra RTX 3090 - Idle Speeds

My settings:
 
1) OC Bio Power limit at 119%
2) Core +100 Memory +1000
3) Passes all stress tests and benchmarks
4) Idle temp is 37c and under load is 68c and under
5) The clock speed remains at 1800MHz and memory 10752MHz even when idle. Yesterday, I noticed my idle temp was 27c and these frequencies were fluctuating around 300 to 500MHz. I rebooted my PC this morning and now they remain at the aforementioned frequencies.
 
What caused the fluctuations yesterday resulting in a very low idle temp, but now it's not happening?

    Sounds like you may have changed the power mode from "Optimal" (or "Adaptive") over to "Prefer Maximum Performance" in the Nvidia Control Panel. Restarting is required for the change to take effect.

    I think it always have been on prefer maximum performance. But I'll restart with optimal power.
     
    Youtube tech channels always change this to maximum performance.  Does optimal power really have a noticeable difference in gaming or benchmarking?
