If my original card doesn't have the extended warranty, can I purchase an extended warranty on the video card I step up to?

I do not believe that you can purchase an extended warranty on your step up card.  If you are within 90 days of the purchase of the original card, you can purchase the extended warranty on your original card and it will transfer to the step up card.
 
If you are out of the 90 day window on your original card, then you can't get the extended warranty.  https://www.evga.com/warranty/extended/

Yes, Step-Up cards are treated mostly like a brand new purchase, with the exception that you cannot Step-Up the card a second time.  You may purchase an extended warranty within the first 90 days after purchase.
