Evga 1080 Ti FE Hybrid Cooler pump not working 100% of the time.

So last may in 2017 I purchased a 1080 Ti Founders edition, and shortly after, I purchased a hybrid AIO cooler for the card. I had to RMA the cooler back in october 2017  because the pump would sometimes not start up at all during startup of my pc, and then eventually it just stopped working at all.
 
 
Fast forward to now, and I'm having the same issue. The pump will not turn on sometimes when  starting up my pc, and then when I boot to desktop, the fan on the card hits 100% and my temps go up to 80C+.  
 
I can temporarily "fix" the issue by tapping on the hoses, which then turns the pump on. I thought it might be a bubble issue, but the cooler and radiator are seated/mounted properly.

Should I RMA the cooler? Or is there something I am missing here?

    Set the MB header MAX or 100% power in BIOS --> Do Not use PWM or MB software to control that header
     
    Reducing the power to slow the pump to control sound can cause starting issues

    RMA time. I got bought two as they were on sale and the OG Hybrid like the first one you installed failed after just over a year...of course.  Hopefully I get a bit longer life out of this one.
    Same thing, tapping on it would start it up.
