What to do it the code in Europe since EVGA has stopped sending cards to Europe.
There is no reason to buy something from EVGA again. Greek souvlaki  I do not know English I translate with Google .... Sorry.

The security hoops to purchase the card were unexpected, but appreciated. I've never made a purchase that involved two text message authentications before. 
I was able to order both of the 3060 cards I signed up for on 3/13/2021. The 3657 queue came through for me in August. This 3655 card will upgrade my spouse's machine, which currently has a 1060 6GB. I'm using the 3657 for Houdini smoke simulations and Redshift; I expect the 3655 to get put to good use in Star Citizen and GPU-enhancements in Photoshop. With luck, these cards will last us as long as our GTX 1060 cards.

Is the queue ever coming back? 
Nobody outside of EVGA knows for sure. My expectation is that on a SKU-by-SKU basis, once EVGA has fulfilled the current registration list for a given SKU, they may restart that SKU's registrations...but nothing is guaranteed when it comes to the 30 series. To the extent that EVGA introduces some new models in the months to come, getting into those queues may be your best bet.

probably they need to flood the US market (EVGA is from US) with gpu, then they will send gpu's to EU then MAYBE we will be able to receive the email for buying... but there are rumors about new gpu models... and a new queue will be open... and then US market need to be flooded again with GPU and so on...
For EU will be only waiting time.

With hope you will stay. The only hope is for the 4000 series to come out so that the Americans can buy the 4000 series to send you a notice in Europe to buy the 3000 series remnants.

The NA queue for 3060 XC has reached September 24th 2021. But the EU queue for the same card is still on launch day, February 25th 2021.

Finally I received a notification about the queue... From the forum... about how slow is the EU queue... I think the queue is not slow, just parking (in the archives). EU queue is a myth, everyone has heard of it, but no one has seen it :D

Your relative or friend would have to have an account with EVGA, be in the queue, receive a notification to purchase, pay with their US credit card, and then ship it to you. They or you will pay shipping and applicable taxes and fees to get it to you. Registration for possible warranty problems may also be a bit of a problem. The workaround for that would be they transfer ownership to you and you register it at EVGA EU as a second-hand warranty. Is it really worth it?

It's nice to see fellow EU buyers waiting for the queue to move again, unfortunately I think darky404 is right and Evga needs to satisfy US' market enough before moving to EU, we need an insane amount of patience these recent times...
