Are you asking if EVGA will announce that sku or if there will be a single unit of that sku?  Given how the year has gone, I think both are open questions.
 
What is a certainty is that if the sku is announced, my F5 skills will drop me to the bottom of the launch day list.

Hi, I'm new to this forum and interested in RTX 3070 Gaming or Ultra cards. So do I just mention it here and wait in the line or do I need to fill out any form in order to line up? Also I live in Canada, can EVGA ship the product to Canada? What is the shipping fee then?

The item is not in inventory. What do I do now? Was responding in around 4 hours from notice too late? I thought I had up to 20 hours? I went through the entire process just to get back into my account and spent about a year on the wait list. Am I still on the list if I couldn't buy the product? Also, Can I use Discover Card or do I have to use Visa, Mastercard, or some other payment system?

If it is for a non-30 series card or component, nothing...those notifications are not part of the queue process.  Only non-B-stock 30 series have a committed unit for you when you get your notification email.  What was the component you were targeting?

The security hoops to purchase the card were unexpected, but appreciated. I've never made a purchase that involved two text message authentications before. 
 
I was able to order both of the 3060 cards I signed up for on 3/13/2021. The 3657 queue came through for me in August. This 3655 card will upgrade my spouse's machine, which currently has a 1060 6GB. I'm using the 3657 for Houdini smoke simulations and Redshift; I expect the 3655 to get put to good use in Star Citizen and GPU-enhancements in Photoshop. With luck, these cards will last us as long as our GTX 1060 cards.
