EVGA Z170 FTW no usb working?

This motherboard has been working flawless since I bought it and still posts fine but the usb's don't seam to work.
Tried a cmos reset.

 I have giving this motherboard to a friend and this is his issue, from what he has stated the light comes on with his mouse for a second then shuts off, no lights on the dell keyboard.
 

Update; still attempting to solve the issue as it's posted and prompting to enter the bios but none of the usb ports seam to work.

The keyboard in question lights up if you put the numlock / scroll lock buttons on so we know it has power and yet it sits with  D7 code not allowing bios access.

    You have tried all rear ports, as well as front panel USB? If no dice, try the following:
     
    1. Removing and re-inserting the CMOS battery instead of using the button.
    2. Re-seat the 24 pin power connector, ensure it fully clips into place by inspecting the latch on the connector. I had to use quite a lot of force to get mine to clip in fully.
    3. Disconnect the front panel IO including front USB 3.0 and USB 2.0 headers just to remove them from the equation for now

    Thanks for the reply, we have tried removing cmos battery, is there any pins I need to put a connector on after like my asrock motherboard?
     also, there is no front panel or side panel usb headers plugged in however there was a bent pin on the usb 3.0 on the motherboard and trying to straighten it caused it to break off, could that effect the rear IO not working with usb?

     The pc sits on post saying F12 or delete to enter bios and the Q code shows D7, could it be possible that the Z170 ftw is finicky about what usb keyboards are used on post because he is using a really cheap dell keyboard
     
    update: evga is sending him a new bios chip, not sure if that would solve it or not.

    You don't need to touch any pins, just discharge any residual current after removing the battery. This can be done by unplugging the PSU and holding the power button on the case for 5 seconds or so. That'll discharge any pesky capacitors.
     
    And yeah, I've broken a few USB 3.0 header pins over the years they're super finicky and possibly the worst designed connector ever made. It shouldn't cause any damage to the rear ports. Yes, I would try a different keyboard if you can, while my keyboard hasn't had issues, sometimes on boot my Z170 Classified K will have issues detecting my mouse being present (mouse won't be powered on) so I won't be able to use mouse cursor in the UEFI interface. So I could imagine maybe some keyboards might exhibit this compatibility "quirk" as well. For best compatibility use the USB 2.0 port on the back.

    Just tried discharging the capacitors but no change.

     He does not have another keyboard to try sadly. so I guess I'll send him my spare since he is 8 hrs away.


    Edit: Keyboards seam to light up fully now but still no input with D7.
      Since it's a holiday I'll have to wait until tomorrow to send him a usb hub, amazon keyboard and mouse to see if that helps.

    Update: Working fine with the usb hub I sent him, seams like the usb ports on the IO panel don't work for some reason.

    I'm guessing shorted during shipping as it was not in a static bag but rather some bubble wrap

    I suppose anything is possible. If you're able to boot now, try flashing the latest BIOS and reset all settings to default.
