Update:  I just received a call from EVGA Tech Jaeson W and we had a brief conversation about the misunderstandings and it looks as though I will be receiving a replacement after all. He was helpful to the point and kind about the entire situation. He also informed me they will be checking out the roots of this issue to find a better solution to provide better QA for their customers.
I was informed that they would be doing their best to get the replacement shipped out to me today if possible.
 
 
I will be keeping the thread updated as the process continues and this time I will be posting up an unboxing video when I receive the replacement.
 
Thank you everyone for coming together and helping us bud out this issue.
I can only hope others with similar issues can also get the help they need aswell.

Glad to see this one got sorted properly. I sincerely hope EVGA takes a real good look at the RMA dept and figure out what is going on or review there new implemented policy cause there has been too many ridiculous rejections going on. What I can do is "assure you"that there forum members WILL be here to support there customers either way.  Yeah, that's right, I said assure you! lol

Unfortunately. 
This 1050ti did not boot to bios either.   This time I took video of unboxing, opening, the card itself, putting into my bench, and installing my working gtx 970 afterwards which booted to bios fine.
Uploading it now.
 
Here is the video showing.
Don't criticize my room/workspace please and my bare feet on the concrete floor lmao.
As you can see the power supply is also EVGA and also the GTX 970 SSC. Luckily they have been champions and have had zero issues.
We have 4 Towers in here and they all work fine and have for 3 years.

No one on here would crucify you for your work space, believe me. We might rib ya a bit, but we all have those kinda spaces and most of us on here are tech addicts so we don't care.  Glad you covered your rear this time around and recorded everything, as unfortunate as it is that were at that place with what was a very good company. Did you try it with other machines too to make sure its the card? Did you do a cmos reset after install?

Yes actually I troubleshooted after this video for sake of making an hour long video.( that would be boring not only for me but the viewers)
We tried it in all 4 towers. Same thing. Only reset CMOS on Two of them. Still same results.
 
 
Thinking it could somehow be that the drivers were an issue (as two of the Towers are AMD GPU's ) we also completely wiped drivers on the two we reset CMOS on and still had same results.
 This time, I know for a fact there is no damage that I can see from the outside. As is shown in the video. 
I'm not gonna waste my time by opening the card up either to replace Thermal compound. 
I'm leaving it as is and getting in contact with support.
 
At this point EVGA. I'm a little bit more than displeased. You seemed genuine over the phone and through support.  This isn't helping at all.

Alright well I received the replacement in a shrink wrapped green retail box.  Not a brown box. I'm unsure if I'll be opening this or not. As I have a better card installed now because of the long process and wait.
They did send the replacement and it looks as if it's a new card not a refurb. But Like i said. I'm unsure if I'll be opening this green box at the current time. Probably on a future desktop at this point.

You might be able to flip it and make a profit, long as you do it before Nvidia new cards come out.

If you do sell the card please be aware that the warranty from the original card still applies so it will be the original card's ship date that the warranty will be based on for the second owner.
