You need to provide a little more information.

Is the fans spinning up on the card?

Precision X1 controls the fans. If there is another issue somewhere, precision can only do so much.

How is your card set up, and how is the radiator installed? Could you provide pictures of your case and set up?

Lastly, can you feel the pump vibrating and moving water? You may have an issue with the pump if the fans are spinning up and it still isn’t cooling.

Precision will not actually cool a card having a bigger issue. All it can do is tell the fan to spin faster and read the temperature.
