That's one environment and one chipset , trouble shooting requires multiple environments multiple chipsets and various strategies.

Trouble shooting is useless if you're using new hardware that isn't meshing well old software drivers. This week alone between Steam/Reddit/discord/and the EVGA forums I've stopped between 12-15 rma's just by getting people to update thier chipsets... Including the RMA EVGA wanted to perform on my own card... That's almost 15,000 dollars worth of replacement cards at market value.

So far I haven't seen a single scenario where this hasn't resolved botched fan speeds, and extreme instability issues.

Also are you using Intel or AMD?

 I have been afraid to jinx it, but that was the problem! At first, I just moved the fridge off the surge protector that my wife plugged it into. But it was still causing the problem. Then moved it to another circuit, and it was stable until I turned off a box fan on the same circuit. So I moved that over to a different outlet as well and invested in a high-quality surge protector. Now it has been stable for nearly 3 days without a single wink. I feel 99.9% certain this problem is fixed!
 
Thank you all for your help. So strange how it turned out to not be the computer at all. But strange how this computer did not have the problem with the older hardware. But I guess adding a USB hub that required a SATA power connector and the new video card was a bit more demanding on the PSU than before. But mega happy ending at least!

Test ur new surge protector with a Microwave and PC plugged into it. Make some Pop-Corn while running a Maxed out game.
 
What Make and Model Surge Protector did u get?

GE Ultra Pro with USB charging dock. 2480 Joules protection rating. $300k warranty coverage. They advertise as #1 rated surge protector. Either case, it is better than the old Dynomax or whatever cheapo I had before. I am still going to get a UPS for more protection.
