It can't be the NVIDIA drivers etc.
Even when booting my PC it happens and the NVIDIA driver won't load before booting Windows properly. I also uninstalled the NVIDIA drivers completely via Safe Mode, even then I have those artifacts!
If the card is artifacting in the BIOS (and your pics show it is) then its probably toast and needs to be replaced.
Attention: you should NEVER use "safe mode" for handling Nvidia drivers in any OS , you should NEVER EVER uninstall Nvidia drivers using Win 8 and you NEVER EVER use any type of registry cleaner in Win 8
Further you should not be running programs Like HWMointor or any other such software (including MB software like the Asus AI Suite..ECT) in the background.
RMA your videocard
You might want to consider wiping the OS install and starting from scratch, given your use of registry cleaners and installed background software.
Come back here when your replacement card comes in --BEFORE-- your install it, and I will explain to you how to handle Nvidia drivers when running Windows 8
Would you mind informing us on the proper way to uninstall/install drivers in Windows 8? I made the change from W7 to 8 this week and have held off installing new drivers.

The issue here is Windows 8 (8.1) insistence on installing a Nvidia driver when a Nvidia card is detected upon booting -without- one.
A default express install (all components) as Windows is loading of the latest WHQL without any user activity or notification will be performed should you attempt to do so...
This means that when you uninstall the "graphics driver" and then reboot to complete the uninstall, Windows will put one in before you reach the desktop.
While this can be avoided using Safe Mode... you CANNOT properly install Nvidia drivers when in Safe Mode, this must be done on the destop in Admin Mode.

For 95% of users the correct procedure is as follows when a prior Windows "Default Express" install is present on the system

*this does NOT have to be done on existing "CUSTOM MODE" user installs (see the highlighted section of this post for that for that)
Boot to the desktop normally.
Download your Nvidia driver of choice to your desktop.
Go to the Control Panel/Programs and Features and uninstall -ALL- Nvidia driver components showing EXCEPT for the "Graphics Driver"
*do any reboots (if called for) during this activity like for HD Audio, GeForce Experience or PhysX
When ALL Nvidia components have been uninstalled (except for the graphics driver)

Now, you simply LAUNCH your new Nvidia driver installer in Custom Mode and install Graphics driver and PhysX (ONLY) and place a checkmark for "perform a clean install"
Thats it, after the install is complete simply make SURE to reboot the system (do NOT skip this reboot)

As always DO NOT have Precision or Afterburner running when handling drivers. Disable "Start with Windows" and SHUT it DOWN before working with Nvidia drivers
*I personally completely Uninstall Precision (or Afterburner) and do NOT save any data--> and reboot once, before updating Nvidia drivers and dont put it back in until the driver install is done and the system has been rebooted once
Do NOT use ANY registry cleaners/Driver uninstallers when running Windows 8 or 8.1
The reason for this is simple, they are NOT needed (and most of all) They really are likely to cause REAL problems, as the OS and Nvidia drivers are being updated/patched so rapidly that no program I am aware of can claim to be 100% trouble free..
It is also recommended that users AVOID using the "GeForce Experience" as this component/service is NOT WORKING correctly and is the cause of many problems.
*Nvidia itself is aware of this and has removed it from 'auto" installing under express mode. It should be avoided at all costs.
