EVGA 2080 Super FTW3 Ultra Fan 1 keeps spinning at full speed.

no matter what i do it will not stop spinning please help guys, as you can see temps are absolutely fine.
 
update: there is red light staying lit right at the top of the pcie connector on the gpu i changed cables re-seated many time nothing changes.

    I see this is 4 weeks old, but for what it's worth I had a similar issue with my 2080ti FTW3 Ultra. 
     
    Fan 1 (rear of the case) always spun regardless of settings applied from the time the system was on until the system was shut down. I figured this was normal behavior until I did more testing. 
     
    Monitoring via PX1 (latest release) showed Fan 1's speed % fluctuating regularly with changes in GPU temp. BUT that was incorrect. When I looked at the Fan 1 RPM/Tach graph, the speed was always 1190RPM. So the fan was telling the system/software it was changing speeds when in actuality it never changed speeds. In PX1 I could set Fan 1 to 10%, 50%, 100% and it did not matter. It spun at 1190RPM no matter the setting. Fans 2 and 3 functioned as expected with no issues of fan speed or RPM and responded appropriately to PX1 input changes. 
     
    I inquired with EVGA and they said this is not normal behavior and they had me RMA the card. I'm not sure if it was a hardware defect, or a sensor defect, but Fan 1 definitely was buggy on mine. Currently waiting on repair/replacement from EVGA.
