EVGA 1080 FTW, downclocking slightly during gaming

Been trying to figure out why Arma 3 seems to suddenly be performing a lot worse than before. 
Never noticed this before, but is it normal for the Core clocks to be going up and down like this during gaming?
It seems to be going between max and boost clock. Everything is on max performance.

GPU: EVGA GTX 1080 FTW 
Motherboard: ASUS Z170-Pro
Ram: (2x8GB) 16GB Gskill TridentZ @3200mhz
PSU: EVGA 750W G2
Storage: 250GB Samsung SSD, 1TB Seagate HDD 240GB Mushkin SSD
Cooling: 4x 120mm Noctua NF-S12A, 1x 140mm Corsair, Corsair H55 water cooler w/ 2x Corsair 120mm fans.
Case: Corsair 400C (Clear/ White)
Display: ASUS PG279Q (1440P 165hz IPS Gsync)

Sound: Sennheiser HD558 w/ Behringer HA400 Amp.

    It's normal for the clocks to vary. Just curious as to why you have the temp and power targets at their defaults. You're probably seeing lower clocks (and ~5% less performance) due to hitting the power limits sooner than you should just from that.

    I've never overclocked the card (and don't intend to yet), so I pretty much just kept everything at default. I use afterburner just for monitoring mainly, and then a light fan curve

    It's normal. Adjusting the power target, temp target & voltage to max isn't overclocking the card, it just gives gpu boost 3.0 more room to adjust the card. Using kboost should keep the clocks from dropping too far below max boost as long as temp and power aren't being hit.
