EVGA 1070 max power draw?

EVGA says the max power draw on a 1070 is anywhere from 150w to 215w depending on the card. With Precision X you can select 112% as max power.
 
This would make me think for the 1070 FE, the max draw would be 168w(150*1.12).
 
Could anyone explain why this article has the draw being up to 291w?! http://www.overclockersclub.com/reviews/nvidia_geforcegtx_1070_overclocking/7.htm

    Hey may be measuring the draw of the system at the plug. That would show the entire systems usage. It's really hard to say because he doesn't state how he is measuring the power draw on the card specifically.

    according to the bios settings read by techpowerup, the master bios has 208w max while the slave bios has 226w max.

    The 1070 SC is also 150W-168W (150*1.12). Other cards, like the ASUS STRIX 1070 OC is 166.1W-199.32W (166.1*1.20), Palit Super Jetstream is 195W-225W (195*1.15), etc.
    Although, there is a lot of debate that the 6-pin can provide more than 75W-105W+ and the 8-pin can provide more than 150W-200W+. I don't think it's safe or worth frying your card.
    The 1070 reference cards can theoretically handle up to 225W from a single 8-pin+PCI-E slot.
    150W(on 8-pin from PSU)+75W(from PCI-E slot)=225W max power draw.
    150W (from 8pin)+75W (from 6-pin)+75W(from pcie slot)=300W max power draw.

    EVGA SC uses the reference (founders edition) board with a 4+1 phase design and is rated for 150-170 watts. While the FTW on a custom board (10+2 phase) is max 215 watts
