Alright so i need a new GPU. I have a ATI rage theater or X-1950 GPU i want to put in. im Currently running a Nvidia gt 220. My problem is the ATI needs the fan it has on it to be plugged in. but it has a huge copper heat sink on it and several other small one all over it. My motherboard only has like one fan plugin with is already being used by the Case fan. My question is should the GPU be fine without the fan on it being plugged in or should i unplug the case fan and plug in the GPU fan?
here is a pic of the Ati

and here is my case, small i know

You'll want that fan turned on, or when it gets a 3d load it'll really heat up. If you don't have an available fan plug, use this:

its running at 90 percent fan speed now

so is a ATI radeon X1950 XT better than a Nvidia Geforce 220?

Ya, you need that fan on for sure.  That GPU will get very hot under load and that fan is going to need to be moving air over that heatsink.  Like other have said, try to get a 4 pin splitter

Before you do anything get the latest drivers from nvidia's website. I'm pretty sure the gt220 is better.

You GPU takes precidence as it will overheat much more quickly than the case as a whole; your system can live without the rear casefan running, your GPU may not.  Only if you had a large heatsink such that the extra mteal fin surface area made up for a lack of active circulation, for instance from passive or ambient circulation already in the case from other coolers, would you not need a fan.

But you definitely neeed a heatsink of some kind.  The die itself is too small a surface to get rid of the heat itself, the whole point of the heatsink is to increase that heat dissipation surface area as the heat pressure conducts through the sink.

Ati Radeon X1950XT OR Nvidia Geforce GT 220?
Lower end doesn't progress that quickly since those folks don't demand as much the higher-end crowd.  So a GT220 isn't much faster than a 9400GT or 8500GT or 7600GT.  The AMD/ATI counterpart to 7600GT was Radeon X1600.  But only you can see for certain if your X1950XT is better or worse than GT220 by testing it out -- or find reviews that happen to make daisy-chained tests of cards mentioned.  You're not going to find a review where someone compares a new low-end to a 4yr old high-end.

Most who bought higher-end then will buy higher end now, for the price you paid for a Radeon X1950XT, that's about a Radeon HD5850/5830 now (or like the upcoming GeForce GTX460).

For Intel processors, 0.122 x TDP = Continuous Amps at 12v [source].

The gt220 is better than the x1950xt it gets higher 3dmark scores. Hell the x1950xt came out before 3dmark 06 since the 7 series the low end has been much improved.
