Two issues in one day -
#1 - Failure to apply a discount on my FTW3Ultra card when I was billed.
The reply customer service email was just lazy, "Sorry we can't help you". The invoice had the sale dates on it showing 4/1 - 4/30 (purchased on 4/8). This was supposedly an instant rebate. In my email I pointing this out. I suggested a store credit. I am building a new system and there were a few parts I could use on the website. The rep had to step away and speak with a supervisor. When he returned, the only option was EVGA Bucks. Not a refund for the difference. I received the card the day I called and was fully prepared to send it back unopened if they declined to provide the refund.  I settled for the bucks because I was thinking of getting a cooler or power supply. 
#2 - The 2080ti FTW3 Ultra started failing within the first 30 minutes of use.
After hanging up with the refund issue resolved, I opened the package and installed the card. In the first thirty minutes, the card failed while playing "The Division 2". I was actually live streaming on Twitch (Channel - Sam_Hammerballs, not monetized). Apparently I chose poorly when I didn't send the card back. Artifacts resembling space invaders, black screens and computer freezing up. Within an hour and while I was trying to fill out the service ticket, the artifact again and I froze up. I again got the black screen and had to do a hard restart to finish the EVGA service ticket. I eventually had to be removed the FTW3 card and reinstall my old card to finish filling out the service ticket. You just can't request an RMA. You have to first submit a service ticket and upload your receipt. Of course, I purchased this from EVGA directly so that seemed redundant. I understand the need for the receipt if not purchased directly from EVGA but really.
So within 6 hours, I get the response email approving the RMA. So link to fill out another form and said receipt from above. Complete the form and get the following message:
There has been an error while requesting your page, and our team has been notified.
"The request from 73.254.18.32 at 2019-04-13 14:29:35 GMT for the URL /support/submit rma.asp cannot be served due to error 159 on the host
So now that it's after hours on a Friday, out of luck, the RMA department does not work on the weekends. 
Today I call and speak with the only option available, tech support. The phone tree is long. However, the wait once you reach the destination was not. The Tech was helpful and actually started the process. However, another process that is three-steps? He could not just take the information and make it happen? And since its on the weekend, out of luck until Monday.
So a bit disappointed. I have purchased many EVGA products over the years. At least 4 video cards. It's nice there is a warranty process, but going through that process is frustrating when it's multi-step and it doesn't work. It seems more like its stalling, hoping you will just walk away out of anger or frustration.
The icing on the cake - Recieve a survey from EVGA via email this morning. Complete the survey and get the same "error 159" message. Go to the website and attempt to do it there, the same message.
Hence the forums. I am also posting this on Newegg, this is where I purchased the first two EVGA video cards over the years.

    Instant Rebate is an automatic discount that's already applied to the card price and does not require it to show as a discount on the check out page nor is there any cashback involved, What was your total you paid before they refunded you a portion?
    Before taxes it's $1,399 with the instant rebate, After taxes for Cali it's $1,532.99 . So again, What was your total?
     
    Also, Problem #2 is NOT an eVGA problem, but an RTX problem as a whole! Google it, The cards are failing hard and nvidia is trying to fix the problem. I'm sure eVGA will RMA it quick though  because that's what eVGA does as a stand up company.

    sorry about your issues.   Some of the weekend support is VOIP and they are not onsite and do things remotely.   shouldn't have to upload a receipt if you got it from evga.  Maybe that's changed.  I feel your pain about having things go wrong on a Friday.  It's happened to me many times with many different brands.  It adds to the wait.  I'll let someone know about the web problems.

    Full price on the receipt and full price when I paid through PayPal.

    And since you are bringing up this "Known Issue". This should not be such a process to get it replaced. This is where EVGA can shine. Maybe a direct line for replacement without all the hoops for these RTX cards. That sir has been a bit lacking so far. And I haven't seen my EVGA Bucks either. However, I will reserve judgment until the end of the process.

    I would trust that the EVGA bucks will be credited just make sure you remind them of it during the RMA so the card isn’t listed as returned voiding any attached EVGA bucks with the order and instead marked as returned and replaced with the new card. The EVGA bucks might be credited after the return window would close to prevent you from getting the credit and being able to return the card for a full refund. Or at least that is how they do it with the Associate Rewards program. Keep in mind I don’t work for EVGA I just help out and want to make sure you get taken care of.

    For any website related errors, I would recommend that you send the information over to webmaster@evga.com. Please also keep in mind that we do get notified about errors like that and it does get sent over to our IT Team.

    Shouldn't have to upload a receipt if you got it from evga.  Maybe that's changed. 

    If purchased from EVGA directly, we have record of the shipment, and an invoice does not need to be uploaded. The email that gets sent out is automated and simply notes that an invoice does need to be uploaded. This is not an issue.

    And I haven't seen my EVGA Bucks either. However, I will reserve judgment until the end of the process. 

    I double checked, and confirmed that the EVGA bucks request was sent over to my manager, and this will just need to be approved. If you do not see these applied to your account in the next couple business days, go ahead and get in contact with us! :)

    Quick update.
    RMA shipment notification sent out after business hours at 5:40 pm. This would be the third business day if count the Friday I started the ticket. The second if you do not. Of course, doing this at the end of the day just means this was a label creation and not an actual shipment. And indeed that's what the UPS website states. So maybe they will ship it tomorrow. 
    EVGA Bucks - I did receive this today as well. Which I promptly spent on a closed loop cooling solution from my new CPU. This did take three days to credit. Never takes that long for them to charge the card, but somehow it does for them to credit. 
    I will update this post after running the replacement card.

    New card in and it seems to be running without issues. It does have the Samsung Memory so....
     
    Overall impressions -
    If the 2080ti has a high failure rate, make the RMA process a bit faster. It literally took the RMA three business days and the weekend to get the shipping label. The whole process was over a week long. There was no issues getting the RMA, no resistance to the process on EVGA's part. This does help a lot. 
     
    The real question is, Will IbBuy from EVGA in the future? Although the process was a bit long, the willingness to fix the problem was top notch. So yes.

    5 day monitor replacement with ASUS. I think the horror stories take place in countries outside of NA and EU.
     
    I also heard that EVGA warranties don't apply in certain nations. Also poor customer service.

    The only countries where we are not able to provide warranty support are countries where we are legally prevented from shipping to from the US, EU and Taiwan.

    Last update. When I got the replacement card I put it in my old system since I was waiting for parts. I ran it for several days and had no problems. It did have the Samsung memory. I completed my new build a few days ago. Everything is working fine.

    I think it does simply because it was a highly publicized issue with memory cores known for a high failure rate. The turn around time from the time you submit with a known issue should not take a week to fix. I even paid for the express replacement 2-day service. So, yes.
