Cannot boot when SATA/PERIF connecting to HDD

I have an EVGA 650 GA PSU. When I connect my HDD's SATA port to PSU's SATA1/SATA2/PERIT, it won't boot. I just hear a quick pop sound but suddenly goes away.

    Almost certainly it's the wrong/faulty SATA power cable for your fully modular EVGA 650 GA.

    You must use the cables that originally came with the PSU because the PSU pinout can be different between various PSU manufacturers and even between different model PSUs from the same manufacturer..If you're already using the cables that came with the PSU, Contact EVGA about it because it's happened before where wrong cables were packaged in the box..If you bought the PSU at a retailer, you could contact them if it's under warranty..Hopefully no damage to the HDDs have already been done.
     
    If you have a digital multimeter you can 'jump start' the PSU and check that the power and ground terminals on the drive-end are correct..Search for SATA power pinout diagrams.
