Try it with Rad Fans and Pump at 100%, I never push my system hard unless I do that. Otherwise I have a custom fan curve that starts low and ramps as the CPU heats up, pump is set to Balanced (~2100RPM). Right now rad fans are ~700RPM with a CPU package temp of 36C. The case is a Fractal Define R6 and I open the front door too so I have the best intake. I do leave the dust filter on, but I make sure it's clear before I benchmark and test a new OC since I've seen as much as a 10C drop if it's a bit clogged after cleaning if I forget. The other fans running at 100% other than the rad ones are 3x120 on top pushing air out, a 140 in the back pushing air out, and a 140 on the bottom pushing air in.
Mostly same settings I found online, the 12 core always ran hotter since I had to push a higher voltage vs. the 10 core to keep it stable. Other than that I really can't say about the 10900x since this is my first X series CPU. I prefer to keep my temps as low as possible so that's why I'm at 4.6, I wasn't happy with 4.8 or even 4.7 pushing into the mid to high 80's in R20. I tried copying some numbers I found from a 10900x 4.8 OC back in Jan. and in order to keep the system stable I had to push the VCORE higher than I wanted even after dropping it as low as I could until I crashed. There's no real world difference in 4.6 over 4.7 so I'm happy with how I have things set now. I might be able to fine tune a higher clock, but at summer the room it's in can reach the mid 80's (F) so I'd have to drop it again anyway.
